I have one of these and Apple no longer provides software updates for this, which means you can't download apps. Waste of money.
You are correct that this model no longer receives iOS feature updates, but you are incorrect that it "can't download apps" anymore. This model was released in November of 2013 - a veritable lifetime ago in tech terms. It still runs iOS 12.4.3 and will most likely continue to get security updates as has been Apple's habit in the past. Is $110 too much to spend on a 6 year old piece to tech? Perhaps, But I expect that it works as well as or better than many current Android tablets of similar price.
It is not a currently supported device, but works with the OS and app catalog that are supported. In fact, the App Store will automatically download the correct app version for this device if there are newer app versions that are not compatible.
While I understand your point that it isn't the newest generation, "can't download apps" and "waste of money" is hyperbolic BS
