On the one hand, you'll probably get more than $16 worth of value out of this, but on the other hand, a few years back when I got a lifetime AnonVPN subscription from stacksocial, they kept whittling down # of servers till there were none that would connect, then their customer support stated something like "you have to buy a new account to connect to any of them now", while they kept running their service, didn't even shut down the business. Very shady.
Point being if you want a reputable VPN for the long run, you should probably avoid any offering cheap lifetime subscriptions. If you just want bang for buck with the expectation that it's going to be a problem in a couple years, have at it.
