This should be much closer to an accurate rating than the made up fiction from generic Chinese lights. Its Cree XHP 70 is rated for up to 4022 lm.

What is typical with a major brand light this size, is it has the circuitry and LED to do it, but that turbo mode can't run long before it throttles back to manage heat. In this case it's 3650lm for 3 minutes or 1750lm for 8 minutes then it drops down to a lower output, cooler running mode.

This is not a bad thing. You're getting as much light as possible from the small form factor if you need that for short periods, or only as much heat as it can tolerate for longer periods. It'll easily fit in a pocket, purse, or govebox.
