There are legitimate uses, like putting UV dye in one of your vehicle fluids to track down where it is leaking, though like any of the little 3 x AAA lights with individual encapsulated LEDs, it won't produce much light so you'll need it as dark as possible in the area to make dye illuminate.
However the page mentioned looking for "fuel or gas leaks" and I would be cautious about using it for that purpose. Dye is more commonly put in oil, steering, transmission or coolant.
