More than likely is not. 1.5GB for monthly data is weak. They probably counting on many people to go over and get frustrated, so they'll buy more data. That's where they getcha. If it's unlocked, then you might switch SIMs.

TFs can be unlocked after a year. As for data, 1.5G is certainly doable if you don't stream anything. Plenty for just emails, moderate browsing and social media. Text on the other hand is short for normal use but you can buy more for $5 a chunk. but for less than $10 a month with a decent phone, what do you expect?

I could be mistaken, but I'm under the impression that the 1500/1500/1.5GB plan is not a monthly allotment. I believe it is more like a bundle of services that can be used at one's own pace, over the course of up to one year. In other words, this plan would be ideal for an extremely light user of their phone. On the other hand, most users would exhaust their plan fairly quickly -- at which point the phone could either be used as a wifi device or the user could renew service with Tracfone for the remainder of the year (at which point it could be unlocked).
