You can use an old account and leap frog year to year. This will be my 5th time. Some years they went as low as $.99 but I sort of doubt it this year.

I look for this special deal every year. I do cancel it around August of each year just in case they need that one month leeway for prior subscribers. You can always play catch up with the ends or the beginnings of series that are in those two or three months.

You can also add Disney+ for $3. Which is really cheap, $5/mo for Hulu and Disney! There are other add ons too.

With this subscription does it include local stations and how many concurrent log-in's can watch different programming (someone upstairs / someone different downstairs)?

I tried this two different years and the 1st year was OK, but this past year has been insufferable - the commercials are every 5 minutes. It's impossible to watch anything.
